If he steals the lady could tell everyone in town and he will have a bad reputation and won't find any work to pay the fine.
I believe that the guy should not steal from the lady because he could get caught by police and might have to go to caught and pay a fine.
Next, the lady might not have any money left to pay for bills and she could tell everyone about how he stole and have a bad reputation and won't find work or pay the fine.
